The United States outlined a three-stage plan for Venezuela that begins with the stabilization of the country, passes through a recovery process, and culminates in a political transition. The strategy was presented this Wednesday (7) by US Secretary of State Marco Rubio, following the military operation that resulted in the kidnapping of Venezuelan President Nicolás Maduro by US forces last Saturday (3).
According to Reuters, Rubio’s statement came after a meeting with US senators, in which the secretary detailed the objectives of President Donald Trump’s administration’s plan for the South American country.
Plan Seeks to Avoid Chaotic Scenario
When explaining the first phase of the strategy, Rubio emphasized that the priority is to ensure immediate stability. “We don’t want the country to descend into chaos,” stated the Secretary of State, commenting on the need for initial actions focused on order and predictability. Economic recovery and market access The second stage of the plan, according to Rubio, is focused on Venezuela’s economic recovery. “The second phase will be what we call the recovery phase, and that means ensuring that American, Western, and other companies have fair access to the Venezuelan market,” he stated.
National Reconciliation and Transition Phase
According to Rubio, this recovery process will be accompanied by national reconciliation initiatives. “In addition, at the same time, we must begin to create a national reconciliation process in Venezuela, so that opposition forces can receive amnesty and be released from prisons or brought back to the country, and begin to rebuild civil society,” stated the secretary.
