The Ministry of Education (MEC) allocated R$ 908,800 to the Federal University of Rio de Janeiro (UFRJ) to cover the executive project for the facade and roof of the National Museum of Rio de Janeiro, managed by the institution. The collection was burned in a fire last September.
The measure was made possible after a reallocation of resources from the MEC. The funds, released in a single installment, will be directed solely to the executive project and not to the construction works themselves. It is at this stage that UFRJ, through the Museum, details the architectural and engineering plan, the schedule, and the budget for the work.
With the more than R$ 900,000 that will be delivered this week, the MEC accounts for the transfer of more than R$ 11 million directly to UFRJ for emergency actions at the National Museum since last year.
The amount from 2018 was allocated for the acquisition of physical spaces where administrative and laboratory activities are carried out and for the analysis of the collection that remained after the fire,
as well as for the service to remove debris, support the structure, and provide temporary coverage to prevent exposure of the building to rain and sun.
In addition to this amount, there are also R$ 5 million transferred from the MEC to Unesco, through a partnership made in 2018. The agreement establishes the development of the project for the interior of the Museum, which is listed as a historical and artistic heritage. Executive and communication assistants and a senior manager have already been contracted by Unesco.
Parliamentary Amendment
The delegation from the State of Rio de Janeiro, through an impositive amendment, had R$ 55 million available for the National Museum. However, the amendment suffered a contingency of R$ 11.9 million (not defined by the MEC), to comply with the Fiscal Responsibility Law (LRF) and the Budgetary Guidelines Law (LDO), among other regulations. As a result, the amount was reduced to R$ 43.1 million.
The budget is already available. However, it awaits approval of the work plan submitted by UFRJ last week. The document, which describes the entire execution project, is under analysis by the Ministry and, once approved, will be sent for review by the Parliamentary Delegation of RJ.
Additionally, in a meeting last week with the director of the National Museum, Alexandre Kellner, the MEC made itself available to assist in communication with the National Heritage Secretariat (SPU), with the aim of expediting the definitive release of land for the reconstruction of the museum.
