The federal government confirmed that Belém (PA) will symbolically assume the role of Brazil’s capital during COP30, the United Nations Conference on Climate Change in 2025. The measure was sanctioned by President Luiz Inácio Lula da Silva and announced by the Casa Civil on Tuesday (4).
The symbolic transfer of the capital was approved by the National Congress. The decision authorizes that, between November 11 and 21, 2025, official acts, dispatches, and decisions by the President of the Republic, ministers, and other authorities be recorded as “occurred in Belém”. The initiative covers the Three Branches of the Republic—Executive, Legislative, and Judiciary—reinforcing the city’s role as the center of political and diplomatic attention during the international event.
COP30 is expected to bring together more than 60,000 participants, including world leaders, government representatives, experts, and civil society organizations. The conference, considered one of the most important items on the global climate agenda, seeks to establish new commitments for emission reductions and accelerate public policies aimed at sustainability.
This will be the largest conference organized by the UN in Brazil since the historic Rio-92, held more than three decades ago. With the temporary capital shift, the government aims to highlight the Amazon’s leading role in the climate debate and reinforce Brazil’s commitment to environmental preservation and sustainable development in the region.
