Thirty-eight million people in the United States lived in poverty in 2022. To reduce the risk of millions becoming homeless, the federal government provides financial support to individuals whose incomes fall below a certain threshold. Just over nine million people receive housing subsidies through the ‘Section 8’ program of the Department of Housing and Urban Development (HUD).What is Section 8? The federal government’s housing assistance initiatives have taken various forms over the last century. Today, the main housing assistance program is known as Section 8, which represents about 80% of participants in HUD-assisted housing programs.
The Section 8 program is divided into two groups:
• ‘Project-Based Rental Assistance’ – provides subsidies to building owners who agree to rent apartments to eligible tenants at below-market rates.
The government and building owners set the rent based on HUD estimates for low-income tenants. Tenants must contribute 30% of their monthly income towards rent or a minimum of $50, whichever is greater. The difference between this contribution and the contract rent cost of the unit is then paid by HUD.
The number of PBRA beneficiaries has remained relatively stable since 2014. In 2022, more than 2 million people received PBRA.
To qualify for government-subsidized housing units, families must have incomes below 80% of the local median income, as determined by HUD. The average annual income of PBRA households in 2022 was $14,405, or about 19% of the national average.
• ‘Vouchers Housing Choice’: provides subsidies directly to tenants to pay their rents.
Families receiving government vouchers can choose to live anywhere. However, the housing must meet specific health and safety standards, and the building owner must agree to accept a portion of the unit’s rent through a voucher.
In 2022, 5.2 million people received federal government vouchers. This number has remained stable since 2011. Between 2005 and 2011, the number of people receiving VHC increased from 4.5 to 5.4 million.
As with the other program, families are responsible for paying at least 30% of their monthly income for rent, with the voucher covering the remainder. VHC beneficiaries had an average annual household income of $16,610 in 2022, or about 22% of the national average.
