The United States has defined a three-stage plan for Venezuela that begins with the stabilization of the country, goes through a recovery process, and culminates in a political transition. The strategy was presented on this Wednesday (7) by U.S. Secretary of State Marco Rubio, following the military operation that resulted in the kidnapping of Venezuelan President Nicolás Maduro by U.S. forces last Saturday (3).
According to the Reuters agency, Rubio’s statement came after a meeting with U.S. senators, in which the secretary detailed the objectives of President Donald Trump’s government plan for the South American country.
Plan seeks to avoid chaos scenario
When explaining the first phase of the strategy, Rubio highlighted that the priority is to ensure immediate stability. “We don’t want the country to turn into chaos”, stated the Secretary of State, commenting on the need for an initial action focused on order and predictability.
Economic recovery and market access
The second stage of the plan, according to Rubio, is focused on Venezuela’s economic recovery. “The second phase will be a phase we call recovery, and that is to ensure that North American, Western, and other companies have fair access to the Venezuelan market”, he declared.
National reconciliation and transition phase
According to Rubio, this recovery process will be accompanied by national reconciliation initiatives. “In addition, at the same time, begin creating the national reconciliation process in Venezuela, so that opposition forces can be amnestied and released from prisons or brought back to the country, and begin rebuilding civil society”, stated the secretary.
In conclusion, Rubio emphasized that the plan provides for a final stage of political change. “And then the third phase, of course, will be transition”, he said, without detailing timelines or specific mechanisms for this phase.
