Facial biometrics will be mandatory for mobile phone users

Starting in 2027, mobile phone users will need to undergo biometric validation to contract and maintain phone lines. The requirement was approved by the National Telecommunications Agency (Anatel) and aims to curb fraud, since the line holder will now be identified.

Biometrics will be performed through facial recognition with proof of life, which will be compared against existing public or private databases. This validation must be available in the operators’ in-person service channels, as well as on the websites and apps of mobile phone companies.

If biometric authentication is not possible, Anatel’s rule requires alternative procedures to ensure identification of the line holder.

Implementation

Implementation of the rule will be gradual. For new prepaid accounts, the deadline for using biometrics will be September 30, 2027. For new postpaid activations, number portability, SIM card changes, and registration or contract alterations, the deadline is December 31, 2027.

Users of older accounts that have not yet been registered must do so by January 2029. Unregularized lines may be suspended and canceled.
