New rules from Brazil’s National Civil Aviation Agency (Anac) take effect on Monday (14) to punish passengers whose behavior endangers the safety, order or physical integrity of people at airports and aboard aircraft.
The penalties provided for under Anac Resolution No. 800/2026 may include suspension of the right to board domestic flights for up to 12 months, depending on the severity of the offense.
Airlines and airport operators may take immediate measures in response to unruly conduct, including warnings, calling law enforcement, restraining passengers and removing them from aircraft. In serious or extremely serious cases, transport may be interrupted.
Information Sharing
To implement the measure, airlines will share the information necessary to identify suspended passengers. The penalty will be imposed by the airline responsible for the incident, which must notify the passenger and guarantee the right to a defense.
The regulation also provides for administrative sanctions. For acts classified as serious or extremely serious, the base fine set by Anac is R$ 17,500, an amount that may be adjusted according to the circumstances established in administrative proceedings.
