The National Civil Aviation Agency (Anac) published, in the Official Gazette of the Union (DOU), the concession notice for four international airports: Porto Alegre (RS), Salvador (BA), Florianópolis (SC), and Fortaleza (CE). The auction will take place at the São Paulo Stock Exchange (BM&FBovespa) on March 16, 2017.
The initial payment for the concessions of the four terminals (25% upfront without considering the premium) will be R$ 754 million, and the estimated amount to be collected from the annual fixed contributions throughout the concession will be R$ 3.01 billion. The concessionaires will also have to pay an annual variable contribution of 5% of the revenues obtained at each airport, with a projected collection of R$ 2.451 billion. Investments are estimated at R$ 6.613 billion.
Auction
The initial bid in the auction must be at least R$ 31 million for the Porto Alegre airport, R$ 310 million for Salvador, R$ 53 million for Florianópolis, and R$ 360 million for Fortaleza. Regarding the concession period, Porto Alegre will be granted for 25 years (extendable for another five years), while the others will be for 30 years (extendable for another five years).
Works
Among the main investments that must be made by future operators are the expansion of passenger terminals, aircraft parking areas, and runways. Improvements are also planned for the number of boarding bridges, expansion of vehicle parking lots. Currently, the four terminals account for 11.6% of passengers, 12.6% of cargo, and 8.6% of aircraft in Brazilian air traffic.
Improvements in restrooms and baby changing facilities, revitalization and updating of information signage, and the provision of free high-speed Wi-Fi internet are also planned.
Competition
In this round, the same economic group may win the bid for more than one airport, provided they are not in the same region. According to the rules set out in the draft notice, the auction for the four airports will occur simultaneously, with the winner being the one who offers the highest concession value (or initial fixed contribution, which combines the minimum auction value and the premium offered). This amount is paid upon signing the contract.
Airport operator
As a requirement, the equity participation of the airport operator must be equivalent to at least 15% of the bidding consortium. The sum of the participations of up to two operators may be admitted, but both must individually meet the technical qualification required for each airport: proving operation for at least 5 years at an airport with a minimum processing of 9 million passengers in at least one of the last five years for the airports of Salvador (BA) and Porto Alegre (RS), a minimum of 7 million for the Fortaleza (CE) airport, and a minimum of 4 million for the Florianópolis (SC) airport.
Airlines
In addition, airlines can participate in the consortium, but the cap of 2% has been maintained, the same proportion as in previous rounds. The limit will not be considered if the airport operator has a stake in an airline.
