Armed Forces Act in the Security of Rio de Janeiro

With the signing of the federal intervention decree by the President of the Republic, Michel Temer, in February, the Armed Forces began to manage the security system of the state of Rio de Janeiro. According to the Minister of Defense, Raul Jungmann, the feeling of security is promoted with the support of the Armed Forces.

Temer appointed General Walter Souza Braga Netto (photo) as the federal intervenor.

“During this period and in this area, General Braga Netto has
government powers; it is not just the power to command,” explained Jungmann. Thus, he can restructure, hire, or dismiss agents. The decree authorizes the intervenor to “request, if necessary, the financial, technological, structural, and human resources of the State of Rio de Janeiro.”

The measure deepens the integration between the federal contingent and local forces, which include the State Public Security Secretariat, the Civil and Military Police, and the Fire Department, which will be under Braga’s command until December 31 of this year. However, the “Armed Forces do not have police powers, which remain with the police officers,” emphasized Jungmann. Before the intervention, a decree of the Guarantee of Law and Order (GLO) was in effect.

The GLO already anticipated actions such as sieges against drug traffickers in favelas, actions on highways to curb cargo theft, and maritime blockade.
