New York Bans Sales of Pets Starting December 15

A new law designed to end the sale of animals in so-called “puppy mills” in the state of New York will take effect on December 15, prohibiting stores in the state from selling pets such as dogs, cats, or rabbits.

Known as the Puppy Mill Pipeline Act, the legislation aims to put an end to large-scale breeding operations, which are often criticized for the poor conditions that, according to proponents, lead to the sale of sick animals.

However, pet store owners argue that the law will have an unfair impact on their businesses, claiming there is not enough evidence that the ban will improve animal welfare.

Violators of the new law could face fines of $1,000 per violation. Authorities encourage anyone who suspects illegal sales to report them to the state attorney general’s office.

In January 2023, Pet Zone was ordered to pay $200,000 to reimburse consumers for veterinary bills after being accused of selling sick puppies and misleading buyers about their health.

Some pet stores in New York are closing their doors permanently before the changes take effect.

But one proposed exit for these business owners is to partner with animal rescue groups to showcase animals available for adoption and, as described in the legislation, charge rental fees for the space.

According to the animal shelter Best Friends, nearly 100,000 dogs and cats are rescued in New York each year.
