A federal judge temporarily blocked an action by U.S. President Donald Trump to suspend trillions of dollars in federal loans, grants, and other financial assistance just moments before it was set to take effect.
The acting head of Trump’s Office of Management and Budget (OMB), Matthew Vaeth, had instructed all federal agencies to “temporarily suspend all federal financial assistance” in a two-page internal memo. The directive was seen as part of Trump’s desire to dismantle programs related to diversity, equity, and inclusion (DEI).
The Pause
The court order prevents the Trump administration’s measure from being implemented until at least next Monday, February 3.
U.S. District Judge Loren AliKhan granted the temporary suspension after several advocacy groups argued that the freeze would devastate programs ranging from healthcare to road construction.
Federal grants and loans reach nearly every corner of American life, with hundreds of billions of dollars flowing into education, healthcare, anti-poverty programs, housing assistance, disaster relief, infrastructure, and a host of other initiatives.
A coalition of nonprofit organizations, businesses, and others in affected sectors grouped under a coalition called Democracy Forward is expected to proceed with a case arguing that Trump’s policy is unconstitutional.
What Does the White House Memo Say?
The White House issued a memo as part of a broader ideological review of its spending.
“The use of federal resources to promote Marxist equity, transgenderism, and the social engineering policies of the Green New Deal is a waste of taxpayer money that does not improve the everyday lives of those we serve,” the memo states.
The memo was met with widespread confusion in Washington, where public servants struggled to understand its full scope and application.
Reactions
The White House did not immediately comment on the court order. It stated that the freeze was necessary to ensure that federal aid programs aligned with the Republican president’s priorities, including executive orders he signed ending diversity, equity, and inclusion efforts.
Democrats called Trump’s directive “unprecedented” and “devastating,” with Senate Democratic leader Chuck Schumer describing it as “a dagger in the heart of average American families, in red and blue states, in cities and suburbs and rural areas.”
The U.S. Constitution gives Congress control over spending issues, but Trump said during his campaign that he believes the president has the power to withhold money for programs he does not like.
What Were the Immediate Effects?
Even before the policy took effect, it caused widespread disruption in the allocation of social funds in education, housing, and healthcare, leaving millions fearing for their jobs and access to healthcare and other services.
If legal challenges against Trump’s measure fail, everything from cancer research, food assistance, suicide hotlines, community health, universities, federal student aid (FAFSA), and the nonprofit sector is expected to be affected.
