The Parintins Folklore Festival and the Arraial da Pavulagem, held in the states of Amazonas and Pará, have been recognized as manifestations of national culture. President Luiz Inácio Lula da Silva sanctioned two bills recognizing them as cultural heritage of the country.Parintins FestivalThe Parintins Folklore Festival is held annually in June in the city of Parintins, Amazonas. This cultural manifestation is already recognized as Cultural Heritage by the National Institute of Historical and Artistic Heritage (Iphan). The event is linked to the cultural tradition of the bumba-meu-boi and involves fierce competition between the bumba bois: Garantido and Caprichoso.
The popular manifestation revolves around a legend about the resurrection of the ox. In Caprichoso, the main color is blue, but the fans also dress in light shades of blue, dark green, sea green, violet, purple, and lilac. In the Zeca Xibelão Corral, home of the ox, the colors of the competitor are not allowed.
In Garantido, red is the main color, and complementary colors in light red shades, orange, light and dark pink, rosé, and terracotta are also used. In the Lindolfo Monteverde Corral, the colors of the rival are not permitted.
The percussion sections also have different designations. In Garantido, it is called batucada, and in Caprichoso, it is marujada. In 2024, for the third consecutive year, the Caprichoso ox was the champion of the festival.Arraial do Pavulagem
The Arraial do Pavulagem takes place in Belém, Pará, during the months of June and July, with the central character being the Boi Pavulagem, the little blue ox. The Pavulagem is a popular procession that occurs in the commercial center of the capital of Pará, utilizing various elements of Amazonian popular culture, characteristic musical rhythms such as carimbó, siriá, lundu, xote, and marajoara, among others.
Decorative straw hats with colorful ribbons are a representative peculiarity of this popular cultural manifestation. The main attractions are the dances and performances of the bumba bois, which in Pavulagem are festive oxen, with different accessories from the bumba-meu-boi of Maranhão, the bumba bois of Pará, or even Amazonas, each represented by its specific distinctions.
Since 2020, the Arraial do Pavulagem has been recognized as an intangible Cultural Heritage of the state of Pará.SambaThe Senate approved the bill that addresses the recognition of another manifestation of popular culture.
The approved bill recognizes samba, its instruments, and practices as manifestations of national culture. Bill 5.025/2019 will be forwarded for presidential sanction, taking effect on the date of its publication.
According to the bill, the modes of production of samba musical instruments and the cultural practices and traditions associated with them are recognized as manifestations of national culture throughout the national territory.
The recognized musical instruments are the pandeiro, tantã, cuíca, surdo, tamborim, rebolo, frigideira, timbas, and repique de mão. They are designated as such when they follow the cultural practices and traditions and the respective modes of production.
